Say what, 3rd Doctor was a convict? What crime did the Doctor do?
Stealing the TARDIS and living as a renegade. The Second Doctor was put on trial and convicted in The War Games and the Third Doctor is living exiled on Earth as punishment.

More seriously: he was on trial for interfering in the affairs of "lesser" species. Time Lords have a non-intervention policy. Which is bollocks - they interfere plenty when it suits them.
Exiling the Doctor to Earth was a covert way of getting him to do some of their dirty work for them. They later did so after he was freed i.e. sending him to Skaro to prevent/delay the advancement of the Daleks, to stop Dastari's time-travel experiments, etc etc.

The title of this thread is, for better or worse, now inaccurate.
The War Doctor, Morbuis Doctors, Fugitive Doctor, and Metacrisis Doctor are not numbered Doctors.
Taking into account only those Doctors who have been given numerical designations, Ncuti, for better or worse, will officially be the Fifteenth Doctor.
