Time zones.
If you're on the east coast of the U.S, the time different is 16 hours, 19 hours for the West coast and given it's set and filed in Australia, they probably want to let them have the world premier.
I'm fully aware of Time zones
It seems to be stated in a lot of places as 10th in Australia, 13th on CBS, and other markets internationally at a later date on Paramount Plus, but elsewhere suggests Paramount Plus themselves seem to have said its 10th worldwide.
How much of the Sydney cast is actually Australian?
there is amandated minimum percentage of cast and crew that has to be Australian, otherwise that production wouldn't fullfill the legal requirements to save Paramount/CBS precious Australian "network broadcast rights" or something like that.
It's actually the main reason the show went into production in the first place - as after mergers and such that network lost one of it's long running Australian staple shows.
Also NCIS: Los Angeles creator Shane Brennan, is attached.
He relocated back to his homeland for this I think.

While there's already another thread for this (and it's probably more appropriate to make your tributes there) I figured we should at least acknowledge here the death of David McCallum, aka Ducky at 90 years old.
He was the last of the OG NCIS's original cast still on the show, even if his role was greatly reduced in recent seasons he was still listed in the main cast. The actor who's been there the longest now is Sean Murray (McGee) who was recurring in the first season before being promoted to main cast in the second season. Then Brian Dietzen (Palmer) who first appeared right at the end of the first season, then was a recurring role right up until becoming main cast in the tenth season. Rocky Carroll (Vance) was introduced in the fifth season and became main cast in the sixth, and that's everyone from the show's first decade that's still there.

I'm now kind of hoping that once the strikes end we can get a special tribute episode for David McCallum. If they could reunite former cast members (Cote de Pablo, Michael Weatherly, Mark Harmon, Pauley Perrette, et al) to say goodbye to him and the character of Ducky...
TVLine has a relatively spoiler-free review of the first half of the first season of NCIS: Sydney and they are mostly positive about it (giving it a "B" rating).

and if you want to play six degrees with ncis:Sydney, water rates starred an actress named Lisa McCune who was in another police series called Blue Healers with William McInnes.
I admit I'm curious as to why both American characters are being played by British actors.
Well, it's not like they could have gotten actual American actors, they were on strike while this was being filmed.
Well, whoever they are, they're very good. I would have never guessed they're from the UK.
It just goes to show, British actors are much better at American accents than the reverse!

As us North Americans get ready for the premiere of NCIS Sydney, CBS has announced premiere dates for its entire scripted lineup. Of relevance to this thread, season 21 of NCIS and season 3 of NCIS Hawai'i are scheduled to premiere February 12.
So I watched the Sydney pilot/episode 1.
Looking forward to episode 2
- nice change of visuals
- loved the Aussie slang
- decent story to kick off / introduce an Arc
- hope it becomes less US focused going forward (with the alphabet soup organizations and ranking BS)
- typical cookie cutter NCIS character roster (vet morgue, smarty pants tech/hacker/lab rat) - however the 2 team leads have potential and especially the lady lead could be an interesting character/back story.
- the 2 "regular" agents seem flat out meh and I dread the almost certain romantic will they/won't they already.
