Winner, @Steven P Bastien. It's good old Professor Crater.

You got it right for the clues. For the 3rd Clue, Crater told Kirk was trespassing on his planet:
CRATER: Captain, considering the inescapable fact that you are a trespasser on my planet
KIRK: Your complaint is noted, sir.
Even Kirk seems to admit that he is guilty of trespassing, and acknowledging that the planet is somehow Crater's property. Maybe he is only leasing it or part of some sort of grant arrangement.
Noting someone's complaint isn't the same thing as admitting the complaint is correct.

This character very much likes to keep those feet to the ground. Although, a friend regretted that philosophy.
 
The Way to Eden

Character: Tongo Rad
1) Son of an ambassador kept him and the other space hippies from being arrested (per Kirk)
2) on Eden, his friends had blisters on their feet from the acid in the grass, plants, etc.

Sounds like it's maybe the Enterprise, which Kirk has as much fondness and respect for as anyone but probably Spock; the Enterprise doesn't speak (although its computer does), Kirk hasn't been aboard as long as others, the Enterprise can certainly unleash fury (when allowed by the writers), and several other sibling ships have appeared in other eps.
 
1. Sparks an argument between Kirk and a senior officer, but doesn't get involved in the result.
