Clue #1 missing crew--Shuttle pods escaped from Defiant after ship was captured by Jem' Hadar, but whereabouts were unknown.
Clue #2 risking war--If the Federation signed a treaty with the Dominion, it would risk war with the Romulan Empire.
Clue #3 experimental situation--The Dominion conducted an experiment on the Federation and Romulan Empire by simulating the treaty scenario to learn how far the parties would go to stop the Dominion from entering the Alpha Quadrant.
Clue #4 not a trace--Kira was not allowed to send a signal from the changeling homeworld if it would leave any trace back to the planet.
Clue #5 too much interference--Kira couldn't scan anything behind a door (where the experiment was being conducted) on the Changeling homeworld because of too much interference.
