Mackie is already fighting an uphill battle against those who have said they will never accept him as Captain America, no matter the strength of the content. Further, they do not need to be catered to by dragging Evans back, which is the root of their issue.
I hope not. Bucky--as shaped in the MCU--is his own person, and knows he's no Captain America, nor does he have an interest in the role. He's a far better character as a result, rather than some fanwanker's dream of Bucky stuck in a holding pattern until its "his time".
Somebody's a little bit too optimistic and naive, because there is not a world where Evans coming back as Steve - in any capacity - doesn't result in increased/accelerated racist rejection of Mackie and a toxicity-fueled schism in the MCU fandom.
Marvel Studios is already playing with fire by bringing RDJ back because although he's not playing Tony, the leap between him debuting as Doom and people clamoring to bring him back as Tony isn't that large, and doing the latter would be a monumentally dumb thing to do; the last thing they need is racially-charged blowback caused by toxic neckbeards who don't want to have to acknowledge Mackie's legitimacy as Captain America and would make Evans' return a flashpoint for how/why Captain America has to be a white guy.
If Mackie does well in the role all of that stuff falls to wayside. It's like how hate for the Barbie movie went away when people liked the movie. Quality always tends to win in these kind of situations. It only stays a issue if the new Captain America movie is bad.
The United States wasn't on the fast track to becoming a Nationalistic Dystopian Hellhole when the Barbie movie came out, so your argument that success silences hate is very naive.
America was heading their in 2000 when Cheney stole the election. We have been in the end times for a few centuries by now. We are just now getting very close to the end. But entertainment is entertainment. Lots of the old rules still apply. If something is good it gets embraced. Either as a mainstream hit or cult hit. If it is bad. It still gets embraced. Just a century from now as a cult hit.

No matter how he tries to explain away his quote, he's already digging himself a grave that isn't doing himself & Marvel Studios any favors.

I'm sure there are other characters that can be Captain America's side-kick.
