It would have worked better, IMO, if it was Sarek's protoge of some sort, but no "family" connections. "Like a daughter to me" works just as well.
When my great-grandmother's youngest kids had just moved out, she took in a foster kid and kept her for seven years. There were pictures of this kid all over her house. No one else in the family ever really talks about her, and three of my great-grandmother's children (my grandmother, an uncle and an aunt) lived within walking distance of her house from the time they moved until the time my great-grandmother passed.
My youngest aunt was in her late teens when this kid came to live with my great-grandmother, and she came back to her mother's house a lot. You'd think she would mention her to us at some point. But the only person to ever talk about her was my great-grandmother herself.
And we're not talking about an intensely private or estranged family who doesn't talk to each other, like Spock's.
So, I really don't have any issue with this at all.

From what I can tell, that's more or less how Sarek sees it. He calls her "my ward", not "my adopted daughter" and even in private communications calls her "Commander Burnham", not "Michael". Pretty stiffly formal for a daughter.

Then what's really the point from a story perspective? Burnham could be the adoptive daughter of any Vulcan, so it ends up feeling like a gratuitous name drop and nothing more.
She is a foster (maybe adopted?) sister. So "Like a daughter to me" is basically what she is to Sarek.
Now imagine if they had brought in Worf's never before known adopted sister instead of Worf? It would just feel odd and small universe.
Yes but neither of them were retroactively rewritten as relatives of TOS characters.
