TOS as a dramatization not existing exactly as shown
That was Roddenberry's absurd attempt at revision, which was not the reality of the films---including the one movie he was most associated with. TOS is the "real" account of events (and no one--outside of Roddenberry--associated with the films ever denied it), and its world (especially its 1701 designs as mentioned time and again) was evolved as one would expect in stories taking place several years later, whether advocates of would-be revision accept that or not.
Moreover, the DS9 anniversary episode is canon--an episode where a TOS episode was taken as and experienced at face value as the real account, not some "dramatization" of events from the six DS9 characters who fully interacted with TOS' universe/story. The same applies to ENT's 4th season TOS-themed episode. It is interesting to see real ST--canonical ST reinforce the opposite of Roddenberry's failed revisionism attempt from TMP's era.
