Mulgrew herself predicted that over time fans would grow to love Voyager. One of the few things I did agree with her on.The one thing I find sort of interesting is that in real life many TREK fans sort of tuned out of VOY along the way yet two things seem to have happened.
1) There is a resurgent appreciation for VOY now. I don't know why. Maybe because people are catching it on reruns and really appreciating it for what it is. Or maybe they are a bit TREK starved and are seeing it for the first time.
2) For all the crap that VOY and her fans had to put up with, Captain Janeway sure as hell had some legacy "in universe". She brought USS Voyager home, she winds up being an Admiral AND Picard's boss in Nemesis. Also,if you consider the post Nemesis TNG novels (which are very good IMHO), Janeway plays significant roles in those as well.

I also think it's aged better than TNG. Now I might change my mind again in another decade, but TNG is just too dated--and not in a good way (as in TOS).

I find that it's both. Moreso the look of it, its very 80s but also some of the stories especialy early on are so cheesy
