I'm pretty sure they already confirmed there will be a full series this year.

Unless they begin filming in the next two to three weeks, we won't see all of that "full series of 12 episodes, plus a Christmas special" in 2016. And there's no indication that they're ready to do any such thing.

 

[The Wormhole]

Sherlock starts shooting in April. I'd be amazed if DW starts until that's finished so we're probably looking at July. So basically no series this year.

Okay, so the new companion won't be cast until May or June.

Yeah, Moffat makes it pretty clear he doesn't know when it'll go out. It could go out in 2020 and SM isn't lying so long as it's made this year.
