Harry Kim's promotion... or lack of it.

I'm going with the idea that Admiral Janeway probably keeps Harry around as a kind of 'Mister Smithers' to her Montgomery Burns.
 
Well, don't forget Libby....in 'Non Sequitur' she came across as kinda of a naggy b*tch with giant eyebrows, but she's clearly the best relationship Harry's ever had.

I also assume he lost his virginity to Libby which explains his lingering attachment.
 
Chakotay and fake Valerie Archer transcend dimensions. They really liked each other, and that was more meaningful than most of Harry's listed failed attempts at relationships.

Harry tried going 8472 first, but unfortunately was regarded as a fortune cookie instead of a potential equal.

Wouldn't it be funny if she was modeled after a real Valerie Archer in the Alpha Quadrant that was a descendant of Jonathan Archer?

(I love that joke, even if it's probably not that uncomfortable to have sex in the back of VDub Bus, especially compared to a VDub Beetle, which is the impetus of the original joke.)

Did Tom Paris leave a love child in the 20th century?

I assumed they all were modeled after 'actual' Starfleet officers, if they had intelligence on the groundskeeper I figure 8472 had intelligence on other 'real-life' people at SA.

At least it would be an ice-breaker if Chakotay and 'real' Valerie Archer met up in the future.

Given her limited choices, Harry's not a bad choice for a first time.

What's Janeway gonna do? Limit his career advancement? Janeway runs into a similar dilemma when Harry gets busy in 'The Disease'.

I think she makes Tom a Lieutenant not because of qualification, because it's leverage when he's naughty. She can't demote Harry to 'Not-Ensign'.

Yes, she could make him strip to a crewman.

And I'm with Teacake on this one. When she first got out she seemed naive like Harry. like two youngins giving appearance to a good match. But she gains more and seems all wrong for harry later when it seems more appropriate for her to make her choice.

I'm not sure if I conveyed that well. I'm tired :-)
 
The Equinox 5 were demoted to past not Ensigns all the way down to not petty officers.

Suder was going to be under house arrest for the next 70 years.

How many times was Janeway willing to do that before she ran out of crew?

How does she reconcile this behavior with accepting the Doctor as a sentient being? How could she possibly sanction someone for having consensual (probably not sensual) sex (not against regulations, as Kim did in 'The Disease' and she gets called out on why she is actually punishing Harry) with another human being in her 20's without any legal precedent?

Any condemnation or acceptance of having sex with Seven in this situation is a result of a personal moral compass, not anything that can be supported in a way that Janeway could or should courtmartial him.
 
After Image. She rewrites the Doctors memories to back him up to a point before he went crazy, which causes him to go insane. Accepting that quick fixes won't work, she sits by his side while he works out his "feelings" at human speed (for weeks?) until he is mentally sound again.

"At human speed", sometimes that could mean, never. The Doctor looked seriously unbalanced. Very few people get to that stage and recover. The insane asylums are full of those who didn't.
