Who is in charge of stuff like that? Didn't they add a second to the end of last year? Who are "they," and why do they have the power to alter time?

Found it:

In order to make the calendar adjustment in 1582, ten days were eliminated from October. Thus 4 October 1582 was followed by 15 October 1582.

There is no year zero the decade doesn't end until 2011.

Those two statements have nothing to do with each other.

Like I said, the term "decade" simply means "all years that end with a certain number". So it is logically impossible, for example, to have 1990 be part of the 80's. The 80's are all the years that end in some form of '80'. 1990 does not have '80' anywhere in it. So therefore 1990 cannot be part of the 80's.

The existence, or lack thereof, of a 'year zero' is totally irrelevant to the question of decades. The year 0 (even if it existed) doesn't even appear in any of the decades we're talking about, so it is therefore irrelevant.

Too bad all those sci-fi writers from the 1950's got so much stuff wrong. Maybe their crystal balls on on the fritz.
 
I'm glad the '10s are starting. 2000 was never good enough for me. 2010 and beyond? Now that felt like it was The Future. 2000? When I was growing up that was just right around the corner.

I'll call 2010-2012 the "tweens" and I'll include 2009 in that package as well.

Ideally we can wrap up Iraq and Afghanistan during these years and find our way to the beginning of a solution to the economic crisis. If we can, then the 'tweens, like the early-'90s, will be its own mini-decade.
