Nog never graduated. During his third year as a Cadet he was granted a field commission as an Ensign, and then a year and a half later when the War ended, he was promoted to Lieutenant.

As Garak said to Nog during the battle in Sacrifice Of Angels : 'you're getting quite an education'. Probably, by the end of the war he pretty much had the equivalent of a Starfleet degree in knowledge, and quite possibly significantly beyond that.

Perhaps Starfleet saw it fit to offer him to come back after the war to finish his formal education in some accelerated course, dispensing with a lot of the stuff he had learned during service anyway, concentrating on the more theoretical subjects he still lacked (advanced courses such as Hyperdimensional Transkinetic Quantum Fractal Neural Geometries And Other Fancy Technobabble Like That).

That's a hypothetical only. As it stands canonically, Nog never did graduate the Academy, which was the point I was making.
 
It's a reality of war. If no one on Voyager had been promoted at any time, aside from replacing dead people, I would have considered Harry's long ensignhood a reality of Voyager's situation. Just as war necessitates a highly dynamic command structure, a stranded ship would theoretically justify a static one.

However, the reality was different. Tuvok was promoted, without anyone dying. Tom, same. And thanks to the Vidiians killing Durst, there was a vacancy for an Operations lieutenant.
 
Shelby is much more believable as CIC (she's always been an ambitious political animal).
And she had a long and productive career in Starfleet, if Peter David's "New Frontier" novels (and her appearance in LD) are any indication.

I say, if an admiral needed to buy the farm (and Shelby's death isn't confirmed), then better "Eppy" (Captain Calhoun's pet name for her, which she despises) than the long-suffering Harry.
 
I wouldn't have minded if Harry remained an ensign, kinda like Segal's character in Under Siege was a cook.

At a certain point, Harry was the most by-the-book person on the bridge crew, but I wouldn't have minded if Harry's story was that after Voyager returned he kept getting into situations where he had to break Star Fleet rules, and because he wasn't a prestigious captain just kept getting busted down to Ensign. But anytime some hairy situation demanded experience and skill, Harry is always the first person his commander calls. 😆

Kim should have been guarantied a Lt JG spot just for not screwing up. And should went have to full Lt at the Captain's discretion and Tom Paris Locarno should have stayed an Ensign after his demotion.

Kim could have been an aid to Shelby though definitely not in service or high enough rank to be a Fleet Admiral. Possibly a Captain or Commodore by that point.
