While Nichelle Nichols is beautiful, I think, at the time, Gene Roddenberry was more interested in showing her as a smart capable black woman who was fully accepted and respected throughout starfleet. My list was a list of eyecandy, that is, actresses hired or used at times to appeal to the "horny trekboy" demographic. Neither Nichols nor Mulgrew fit the "horny trekboy" demographic.
Was that why you could see her underwear when she opened hailing frequencies?

That's why she's seen often sprawled across her console during ship shaking scenes, displaying ample amounts of leg in every scene even if she has no dialogue, trying to flirt with Spock in an early episode, and wears a bare midriff outfit in "Mirror, Mirror". To show how smart and capable she was.
