All Seven could do was remember Borg data and adapt to weapons (which wasn't something she could always do, it took a special occasion to reactivate that power). We don't know that the Descent Borg and Hugh couldn't do the same once they studied themselves enough.

Seven had more time to explore what an Ex-Drone could and couldn't do, given enough time Hugh and co would be on her level. They're already more powerful than her physically anyways and we didn't see enough of their mental capacity to know they couldn't be as smart as her.

Yes we do, since the Borg adapted and remembered Borg data by being connected to the collective. Doing it alone was impossible, except for a Mary Sue.

You honestly think it's being in the Hive Mind that causes all the Borg tech to work exactly that way? The tech works for each drone, that's why Picard could still "hear" the Borg Collective despite not being in it. Seven had her adaptive shield up in that ONE CASE because the tech works whether you're in the Collective or not, you just need to figure out how to work it again. Just like Picard found he could still tap into the Collective.

The Descent Borg just didn't have the time Picard and Seven did, Lore messed them up before then.
