The top deck doesnt exist on this Enterprise. FWIW, I rewatched TMP yesterday (first time on my new TV) and FJ's TOS bridge blueprints with the offset are clearly shown from several angles when V'ger probes Spock's console prior to kidnapping Illia. Not that graphics mean much.I always ignored the claim that the bridge was offset. Why would they have a turbolift shaft exposed like that on the outside of the saucer? I always thought that maybe it was a docking port of some type that could be accessed via turbolift.

Many fan blueprints over the years have had a similar outer ring, just without the access via the missing station. It's the Bridge bathroom/head.Is that a second turbolift on the far left or maybe the bathroom? I don't want to ruin the picture by adding an arrow but just noticed it.
Also, I like how there's a hallway that goes behind the consoles.

Perhaps the back of the consoles are urinals. And everyone on the bridge can hear when someone uses themI like the hallway behind the consoles. They could have access to the back side of the consoles back there, or escape pods, or a line of urinals...who knows?
