Siddig is from Sudan though lived in the United Kingdom. So as least one the Middle Eastern parent for Bashir works just fine.

As for Uhura, wouldn't her relearning Swahili before relearning English after getting her memory wiped by Nomad be an indication she is from Africa? If she was from the United States, she'd likely just relearn English first, and then other languages that Uhura might have learned over the years. But Chapel started her with Swahili.
 
^Actually it seemed that Uhura retained her fluency in Swahili while struggling with English. She couldn't possibly have learned a language that fluently in such a short time. So it's likely that Nomad's memory wipe wasn't as comprehensive as the dialogue suggested and she retained some of her basic knowledge. That would certainly explain how she could get back to normal so quickly.
 
^Richard Bashir had more of a working-class English accent, meaning that Julian's polished accent is an affectation. I don't remember Amsha's accent.

Yeah, he had a London accent, which sold me on the wheeler-dealer aspect of his character. He basically sounded like a barrow boy who had managed to woo a classy girl.
