The 1984 movie had some weird tie-in merchandise. I suspect Lynch tries not to recall that stage in his career, nor would he likely care how the current Villeneuve iteration is marketed.

From everything I knew at the time it was NOT a formality. Chief evidence of this was that they didn't just roll from the first film to the second. Part 1 was considered a risk and not a foregone conclusion.I have to assume that any delay in greenlighting part 2 was a sort of formality, for lack of a better word. After investing so much in the whole thing I feel like release of a part 2 was a foregone conclusion, unless part 1 had somehow turned out to be a complete artistic trainwreck and embarrassment.
