I think the best hope for the uprez possibility isn't that broadcasters will pay extra for HD content, but that they'll continue to pay what they're currently paying, but will stop buying SD content altogether.And if the only syndicator in the US isn't willing to pay for HD, that doesn't bode well for the "if you uprez it, they will come" arguments for DS9 internationally.

Anyone know why BBC America isn't upgrading any more TNG to HD? They've been airing remastered S1 and S2 for the past couple of years but that's been it.

Well, they don't, but I see what you mean. CBS Action in the UK is 570p only. I'm not sure if any channel in the UK actually broadcasts any Star Trek in HD.Here in Canada SPACE airs Voyager in HD.

Maybe its not BBC's idea. CBS seems be holding up remaining episodes from an SD rotation and Syndication rotation. Right now CBS seems more interested in getting Network contracts for the HD masters. Take a look at Enterprise, only 26 episodes are available in Syndication in High-Definition. So its not unlike CBS to release only select episodes to Syndication in High-Definition. And most stations are probably still airing TNG from Betacam SP tapes, including the new Season 1 & 2 episodes.Even if they are SD (which I doubt), why would BBC America pay for only two seasons?
