But are they interlaced or are the master tapes full frame?
I would imagine they are interlaced and full frame (4:3).

Honestly, at this point even if remastering DS9 turned out to be as "easy" as remastering TNG, it wouldn't happen because CBS doesn't believe anyone will buy them, based on previous BD sales. Not to mention their current focus on the new show is way more of a priority than remastering a 20 year old show that was never a ratings winner to begin with.
It's not just the space battles though. From what I gathered, and please correct me if I'm wrong, but it's the CGI mixed in with the live action, like Odo morphing and stuff like that. I believe those renders were also in SD, and making THOSE look good is appereantly quite tricky.
But please, like I said, I might be wrong here.
In fact the biggest cost would be sending an army of people into the salt mines to recover all the film negatives and elements, rescan, recomposite and reedit them.
Mutant X is coming to Blu-ray. Only three seasons, I know, but really!
I'm more than wiling to support a DS9 Blu-Ray set now.
No one here is against Deep Space Nine (or Voyager) on Blu-ray.
There are definitely people here who clearly could care less whether it comes to blu or not and are more than happy to pop in and caustic comment/meme about how it's never going to happen. I'm not saying every person who says "it's not going to happen" falls into that category, but it doesn't take a skilled detective to see that there are absolutely DS9 haters among us. And that's fine. Whatever fires your phaser. But let's not kid ourselves here.
If you could somehow make Star Trek: Phase II appear on bluray in the next couple of years without much money or effort I think people would be beating down your door right now.
I wouldn't mind if they did something similar with the original TOS cuts. While, I think the remasters are great for the most part, there are things that dive me nuts: the Tholian ship, for example.
