If he knew about the virus, what's there to notice? It's not like he'd say "Hey, how come you have that weird forehead?" if he knew they used to all look like that.

It is odd that Bashir wouldn't be aware of the Augment virus, given that he himself is genetically engineered. I would assume he would have extensive knowledge of genetic engineering in human history, especially since it had an impact on Klingons. Of course, any fan could just claim Bashir was playing dumb.

Real life answer is: The writers had not yet made Bashir genetically engineered by the airing of the tribble episode, and the ENTERPRISE episode didn't air until a decade later.

No, just two of them, Bashir and O'Brien, one of whom was explicitly uneducated (O'Brien is usually claimed not to have attended the Academy), and the other was a super-genious who felt the need to hide that fact from others sometimes.

But yeah, still an odd idea. A fun couple of episodes, but kinda torpedoed any future Klingon productions set between 2154 and 2270. If Enterprise Season 4 had never been produced, I wonder what the argument would be regarding Disco Klingons. Just more support for the Roddenberry Rule, I guess. And Trials being a joke scene best ignored.

I still won't put it past the Disco writers to canonize some sort of explanation. They do seem to be heavy into fan service, even moreso than ENT Season 4 and its constant "fixings".

O'Brien is the one who brings up genetic engineering, and Bashir almost shuts him up with his immediate suggestion (of the likely correct answer, a viral mutation). I've argued before that it was O'Brien not being up on history (same scene he doesn't recognize Kirk), Bashir joking around, and then immediately trying to change the subject because he doesn't want to discuss Augment history.

Of course, now it's proposed by some that all these Klingons are surgically altered in the same vein as Ash Tyler, so everyone around the table was wrong and Worf didn't want to bring up the whole Discovery mess.

Discovery is set after The Cage, and had similar sets, though not exact.
 
It might be that too. But they want to keep people speculating and the blur was very intentional.

So, I guess we'll see.
The blur was intentional to try and disguise that the room was all CG, with loads of group shots matted together, not to hide mystery uniforms.

Hard to tell for sure but the colour is almost an exact match for the concept art I've seen but can't talk about. Wouldn't be surprised if they just chucked in a prototype uniform for variation.

Probably not.

That ship has sailed. If you're still holding out for something that looks just like "The Cage," you're just setting yourself up for disappointment. DISCO is DISCO. We know what it looks like now.
