Terry mentioned it in an interview (Captain and First Officer were at odds with each other just as Picard and Shaw butted heads).

By that logic, Chain of Command must be similar to Crimson Tide since Riker and Jellico don't like each other.
CoC predates Crimson Tide (Crimson Tide came out in 1995).
And? Predating something doesn't negate the fact they can be similar, albeit the rather tenuous definition of similar we're using here.
If he did that explains the uneven levels of warmth.
"Drew inspiration from" doesn't mean the final product has to resemble the inspiration in any way.
That's a plot point of practically every Submarine based movie from 1942 to Present day.

Well Paramount wouldn't allow a comic book series if they were planning a Live Action one with the same characters and themes.
He'll Paramount has vetoed storylines and use of some characters because they were planning and using the character in a live action story.
So yeah, the Legacy premise, ship, and characters being allowed to be done in a comic book format shows Paramount isn't anywhere near considering a Live Action version.
Unless the comic is a tie-in to a new show. Which, as far as I know, it is not.
