if his winkle is about the same size as his tail, and for some reason he starts spinning in cirlces like Wonder Woman, but completely naked... Neelix may become airborne.

Yeah, he had a tail. Kes loved it.
Actually he had one which was sacrificed for this occasion. 
Maybe Talaxians are born with two extra fingers that fall off in puberty, or something...like wisdom teeth, but in reverse.
