Since Kes and Neelix left Voyager before it reached Earth, we don’t know what their plans were if they did reach it. But they actively worked to get Voyager to Earth while they were aboard and wanted to reach Earth. What do you think would happen with them if they reached Earth aboard Voyager? What would they do there (probably separately)?

Well, assuming Voyager's journey took the same 7 years, Kes would have only a few months before morilogium. She would probably spend a lot of it on Earth, learning all there was to learn about her new home. She probably would want to spend her last months close to her friends.
As for Neelix, he'd do well anywhere. He might spend some time on Earth before going out to find out about the other worlds of the Federation. And of course, he'd be in demand, because of his vast knowledge of the Delta Quadrant, including worlds Voyager never reached.
