Unless a Borg cube picks up the energy signature, glides over, collects then assimilates the Moriarty program, and he's now unleashed. But the assimilation process warped his program so now Borgiarty there goes by his nickname, "Niles", and treats every drone just as the same as he does the Queen and CC Babcock.

It's feasible, at least in so much as he could infect another computer system. As I surmised in my other thread. It's actually possible he previously escaped his program in the Enterprise holodeck's memory storage, by using his brief moments of consciousness over 4 years, to manage affecting the holomatrix itself, with the left handed glitch, that tricked them into reopening his program, which seemed to be all he needed in order to gain control over his own program & the holodeck itself.

The glitch seems to have come about either deliberately by him, or inadvertently from the ongoing protected memory of his program, hence why that's immediately where Barclay went to fix the issue. His program was the likely source of that glitch. So he either concocted that scheme to get them to deal with him again, or he opportunized, when the chance arose, on the turn of fortune, that his program was having detrimental effects on their holodeck.

I lean toward him deliberately doing it, after having learned how to affect their programming, while he was in there & having moments of consciousness. That explains why he could control himself & the holodeck immediately after being brought back. He'd already established access in some way

The sad truth is that in the time since... there has been found a way to let him leave the program, & apparently no one is telling him, or offering it
