Meanwhile secrets. Counsellors must be a significant rank to be allowed privy to levels of secrets or the stewardship of specific ranks. Apparently a Lieutenant commander, her rank in Encounter at Farpoint, is significant enough to console a Captain... but would an Admiral feel comfortable talking to her about events of situations above her paygrade.

I'm bettering myself by taking over Mudd's Planet and having several thousand Seven and Janeway androids made.

You know that "above your paygrade" has always meant that X is too rinky dink to know what Y is up to.

Counsellors, chief counsellors at least, are in part in control of everyone elses promotion track... Which would require her to be inside the mechanism to effect and maintain officially sanctioned change.

Is Deanna part of the "demotion" proccess too?

I think you make a good point here Guy. Deanna was evidently a Leiutenant Commander because certain aspects of her responsibilities aboard the ship required her to both have rank and, technically, be a part of the chain-of-command. I made a comment about Paramedics being untrained in basic first aid, but I guess a more appropriate description would be that of a HR bod in a big corporate enviroment. Management experience is optional. Obviously it's desirable, and to a certain degree expected. But nobody would expect them to fill the void left by a departing manager. Which isn't to say they couldn't throw their hat in the ring...

I guess what I mean is that Deanna might have had a formal rank and a place in the chain-of-command, but no bastard in the fleet would ever have predicted her to be in the position of actually having to exercise those responsibilities. Including Deanna herself.

I do sometimes wonder if even Janeway forgot about them.

Imagine the homecoming debrief:

JANEWAY: Hi guys, we're back! I managed to get all of my crew safely all the way home from the Delta Quadrant! Isn't that awesome? Btw, this is my first officer, Commander Chakotay.

STARFLEET COMMAND: Hold on, ISTR that your XO was Lieutenant Commander Jackass McJackass when you left starbase seven years ago. What happened to that guy?

JANEWAY (genuinely confused): Who? Uh, yeah, that guy. Uh, he stayed behind. With, um, Lieutenant Carey. They've gone into business together selling, um, flapjacks.

PARIS: Bio-neural?
STADI: Some of the traditional circuitry has been replaced by gel packs that contain bio-neural cells. They organise information more efficiently, speed up response time.
(The shuttlecraft flies past Voyager.)

I'm almost certain she wasn't counting Tom as "crew".

It's possible that she wasn't counting Tuvok either because he was on a mission off ship.

but they continue to say that there is still 141 crew, after she and Tuvok lose several crew and then integrate.

In Blood fever Voirrik says that there are 73 male crewmen.
