Definite New Series/Limited Series with Patrick Stewart Returning

Well I am sure he will get Data back. With todays CGI Spiner would have no trouble playing him again.

Exactly. Stewart is just saying that Picard isn't going to be the same man he was twenty years ago, because people can change over time.
I just hope they don't try to 'deconstruct' the character too much, making him bitter or disillusioned etc. I don't need him to set a foot on a starship, he can be old frail if that serves the plot, but he needs to have his strong moral centre. In similar vein I hope that the Federation is portrayed as enlightened post scarcity utopia it was in TNG. Stewart talked about the importance of TNG showing the better future and the today's world needing the positive example of Picard, so I remain optimistic that my expectations will be met.

Let's hope so as well. So many long-term Trekkies were disillusioned with "Enterprise" (at least the first few seasons), the JJ reboot, and "Discovery" for their portrayal of a darker, dystopian Federation and for being just another scifi show with lots of 'pew-pews' but not much else. That's why some fans are now gravitating toward the technically 'not-Star Trek' 'The Orville' because they believe it better incorporates the utopian, idealist, exploration-focused Federation, theme of TOS and TNG as envisioned by Gene Roddenberry, rather than 'Discovery.'

Here's hoping the new Trek series, while showing a Federation facing a serious challenge/threat to its future, will remain true to the above theme, with Picard as the messenger of these 'age-old' Federation values.

With an unlimited budget, sure. I don't think the de-aged thing can be used in anything other than a one-off cameo here.

Well I would be very surprised if they don't make him bitter because of Data's "death".

My guess is he will be semi-retired, maybe a professor, maybe a part-time ambassador, somebody Starfleet calls when they need a diplomatic troubleshooter. You can use that setup to tell pretty much any kind of story while looking at how someone like Picard experiences aging with all its indignities and regrets.

If they wanted to do something allegorical to today...

Picard is brought in to investigate a corrupt Federation President, who is suspected of working with the Romulans to endanger long standing relationships with the Vulcans, Betazoids, etc.

His investigations uncover some seriously dangerous individuals and his illustrious career could turn to ruins if the President's entourage and closest advisers can use Picard's past against him.

The Romulans post-2387 could be a very unstable and dangerous civilization even by their own standards. A species that one minute was a great power of the Alpha Quadrant and the next without its homeworld and with possibly billions of deaths to absorb might be one with immense dramatic potential if the writers tackle the destruction of Romulus and the impact that it had on the politics and stability of the quadrant.

Or perhaps they just said, "fuck it, we knew this experiment wouldn't work out from day one" and reunified with the Vulcans.

Could be! It would be a final tribute to the hard work of Ambassador Spock during the closing years of his life.

Chabon edited to clarify that this is the galaxy at the end of Voyager, not in 2399. So I guess the geopolitical landscape remains a mystery for now.
