DC did have a cinematic universe from 2013 to 2023. It had 0 Batman films, 1 Superman film, 2 Wonder Woman films, 2 Suicide Squad films, 2 JL films, 0 Martian Manhunter or Supergirl or Green Lantern films and Green Arrow didn't even appear at all.

Yes, and it had J.K. Simmons reprising his Justice League role as Commissioner Gordon. Though it also would've followed up on The Flash by featuring Michael Keaton's alternate-universe Batman.
Well, sort of. More like 2 versions of the same story, not 2 films in the same continuity.
They're both distinct films that got released though. Like Superman II and Superman II: The Richard Donner Cut.
But the comment was in the context of the "cinematic universe," and the Snyder JL is out of continuity with the DCEU proper. Within the DCEU, there's only one Justice League film.
Well, that was the officially stated position at one point, but then The Flash took place in the Snyder JL's continuity as opposed to that of the 2017 film.
