On the other hand, what other civilian else could show up in the command centre during a crisis without causing Vance to ask "WTF you doing here?"
If the place was under attack and I saw the President my first thought would be "WTF are you doing here?"
Okay, but what other civilian would Vance feel inclined to confer with and provide updates on during a crisis whether then just saying "we got a situation here, shut up and let me do my job."
Maybe. Or maybe President Kovich would order the Federation Council and the next person in the line of succession to board an emergency transport out and then make it clear that he's not running. This is a work of fiction, after all.

I hope Kovich is never explaind too much. He's just an oddball guy that knows a lot about trivial subjects like alternative universes. Clearly he's important enough to have access to the commander in chief, so he's not a nobody, but maybe his role could never be entirely fleshed out. He's just Kovich.

Maybe he's a Soong-type android who is also President of the United Federation of Planets.
I like the idea that he’s the President of the Federation but doesn’t like to tell anyone because he likes to be able to do his own thing and not have to deal with formalities. Given the Federation isn’t doing much, he probably just reads a lot and hangs around the station.
The civilian government side of things in the Federation has always been kind of a distant black box. We’ve seen a small handful of presidents as the stories needed them, but they’ve largely been irrelevant in the grander scheme of the franchise.
The way the other characters treat Kovich, it's clear that they already know enough to satisfy themselves about who he is and why he's there. Otherwise, they'd be asking him about it.
So maybe the "President Kovich" theory holds up?
If he's not Federation President, then he's holding some other post in the Federation government that has satisfactorily high credentials. I hope we'll find out next season.

If not President, then definitely either Director of Starfleet Intelligence or Section 31, the latter of which probably came out of the shadows after the Burn as a greater necessity for the survival of the Federation.

Precisely.There was also that fuckwit Ambassador Fox from TOS (ATOA), but yeah, they generally don’t like to get their pretty clothes dirty out on the frontier.
Which is really not a very accurate depiction of things; especially on DS9, we saw Starfleet officers in the field making decisions that really should have been made by the democratically-elected civilian government, not a captain on the front lines. Star Trek really ought to feature the Federation President and Council more than it does.
