She might already have been activated which is why she thinks that she has a sister.
Sadly, I think she's dead. I really liked her, even if she did remind me a little bit too much of River Tam. Let's hope Soji is an interesting character in her own right. I love the possible offspring connection to Data, and what this could mean emotionally to Picard.
