^ A GL television series does not have to be Earth-centered to be "affordable".
I don't know if they'd have to, they've done effects for stuff that didn't film in the UK before, Farscape filmed in Sydney for example. There are also a done of moviI think that would require shooting in England.
And the Arrowverse team has pulled off some effective CG aliens, like Dominators and White Martians.

I remember watching Farscape for the first time on HBO Latin America. Everyone had Australian accents except for Ben Browder and a couple of other characters. It was the first time I had ever scene Browder and I was really impressed with his American accent--I kept trying to find flaws in it. At times I would even think he was putting too much effort into trying to sound American.

I don't think it is beyond the realm to pull off a GL series. The beauty of the property is that everything you want is already in the source material. I would not mind an Earth based GL series either. Space could be used in special episodes with the rest of the GL Corps. Let's not forget Supergirl is an alien.
Not only would the Berlanti production low ball FX as they do with the majority of their series, but we must remember the elephant in the room: it was Greg Berlanti who co-wrote the story & screenplay for, along with co-producing the amateurish piece of crap known as the Green Lantern movie from 2011, so his deep involvement with that film illustrates how he turned the GL concept into an absolute disaster. There's no reason to believe giving him another shot at the property would produce better results.
