I doubt it would happen, but they could always go the puppetry/prosthetic route and use Jim Henson's Creature Shop. They managed to do some absolutely incredible aliens on a fairly regular basis on Farscape, and I could see that kind of aesthetic working pretty well for a GL series.
You seem to disregard the rumors that another big screen GL film may be on its way. If that happens (and all a film budget will provide for a fully-realized GL adaptation), its highly unlikely there would be a pared down GL on TV.

The still-in-development GLC movie is irrelevant when it comes to the possibility of a Green Lantern television series.
