What I proposed is giving your central Green Lantern a new problem to deal with week-to-week while building in a larger meta-arc.
It's "storytelling 101" and doesn't need a massive budget to pull off and make compelling .
And where would these problems happen?
Anywhere the writers wanted them to.
So Planet Vancouver, then?
Netflix's Lost in Space is shot around Vancouver, yet they've done an amazing job making it not look like the same old outdoors locations we've seen in countless other TV episodes.
If we did get a Green Lantern show I guarantee you it won't live up to expectations of the fans. It will either be too down to earth or not as epic as people hope.

^Who said anything about Hal Jordan? I'm just following this train of thought because last season established that Diggle is John Stewart's doppelganger and I think it'd be cool to see that realized. And the Arrowverse has made a habit of giving us things that we never thought were possible on TV. Is it likely? Of course not, not while they're developing a GL Corps movie. But it's fun to imagine.
I don't really see where the different planets and aliens would be that much of a problem, Star Trek managed to do hundreds of different planets and aliens on a TV budget.
I doubt it would happen, but they could always go the puppetry/prosthetic route and use Jim Henson's Creature Shop. They managed to do some absolutely incredible aliens on a fairly regular basis on Farscape, and I could see that kind of aesthetic working pretty well for a GL series.

You seem to disregard the rumors that another big screen GL film may be on its way. If that happens (and all a film budget will provide for a fully-realized GL adaptation), its highly unlikely there would be a pared down GL on TV.
The still-in-development GLC movie is irrelevant when it comes to the possibility of a Green Lantern television series.
That would be a lot harder to pull off than a Green Lantern series, because you'd only have one human character and a ton of prosthetic or CGI anthropomorphic-animal characters.
I'm thinking Mr Miracle, and Big Barda, so I'm looking up very-very tall actresses with the google.
Chyna is dead, who did play She-Hulk in the Avengers Porn parody, but right near the top of the list I found, for tallest yank actresses is Kaitlin Jenner at 6'2".

You're kidding yourself if you think the movie side is not going to mine all that the GL concept has to offer to be the first "cosmic" chapter of the DCEU, while somehow, the TV side would develop some very un-GL-like series where's he's largely earthbound. As noted yesterday, that worked as a targeted type of story (e.g. GL and GA's early 70s "discovery" of America plots through the lens of Adams and O'Neil), but it was purposely short-lived, and even in the middle of that, GL (and GA) had adventures on Oa. As noted by others, no one is too interested in what would be an upending of what GL represents to (among other things) steer clear of GL's natural action/environment for a production company which cannot handle that.
