I don't know why there's a difference, but no one seems to be mentioning that Rekellen, who appeared in the same episode as Natima Lang, also does not have chest ridges.

Perhaps it has something to do with the age of a cardassian, the older they get the more this area of a womans chest develops or perhaps theres different kinds of cardassians, on Earth there are white people, black people, asian people with squinty eyes etc etc etc perhaps on Cardassia some females have noticable cleavage details and others dont.
Maybe Cardassian females that have this cleavage detail are prefered mates on Cardassia and get more attention from the males.

I agree that it probably has something to do with age and/or regional variation. Older male Cardassians get downright gnarly, but younger male Cardassians tend to have finer ridges and scales. More ridges could also extend more protection from the sun, like darker skin does on Earth.

Why are you asking me to look at boobs and talk about boobs?
First off there were very few women and very few that had them hanging out. It was a make-up error, now we got to come up with official canon to tell us the difference with their boobs. Canon is made by production errors just as much as being designed.

Compare the overall ridging in the Profit and Loss female to the overall ridging in the Penumbra female. Also compare the second female's ridging to Damar's ridging. It appears that the ridging of the Penumbra female is consistent from brow to breast and is more like a Seska variant. Was this female genetically engineered, or did she go through some other cosmetic surgery?
I like the age theory. The older a Cardassian woman becomes, the more pronounced her ridges are. Kinda like facial lines in humans.
I think the second one looks half human. Or half alien that looks like a human.
