He's not a character I really recall. Even looking at wiki links I'm trying to recall what I've read that has him in it, even after seeing panel shots from some books.
While I fully like what I'm hearing for Civil War, it's just also a bit sad that Captain America isn't going to have a real solo 3rd film it seems. Oh, I don't doubt that Evans will be in nearly every scene but it's clearly not just about Cap, as most solo films for any project with the leader character in the title would be.C'mon just call it "Avengers 2.5"

Well, we already know Sebastian Stan is in the movie, so we can assume at least some of the movie will deal with Cap's search for Bucky. I guess the question is, does 'the search for bucky' have to be part of this film at all? If it's done well then I guess the answer is yes.
Of course, anything can be good "if it's done well".
