I think Darkwing raises interesting questions regarding Bashir’s genetic enhancement, so I’d like to offer my two cents on the topic.
Regarding the question of whether unenhanced Jules and enhanced Julian are the same person, this is how I see it.
To everyone else, including his parents, unenhanced Jules and enhanced Julian are the same person. But to Bashir himself, though, unenhanced Jules and enhanced Julian are NOT the same person.
IMHO, it seems that Bashir has some sort of dissociative disorder which stems from his self-loathing for being an Augment. This is why Bashir says in the episode, Doctor Bashir I Presume, that he is a fraud, because he feels that the present day enhanced Julian is really not himself.
I think Bashir tries his best to convey how he feels about himself when he says to his father in Doctor Bashir, I Presume that “Jules is dead”. However, since he’s the only Augment around with this problem, no one can really understand him.
So I do believe that Bashir does have psychiatric issues. However, I would also like to note that maybe it’s this very dissociation stemming from self-loathing that also drives Bashir’s desire to help people as a doctor. Maybe Bashir wants to be a good doctor, because he feels that this desire to help people as a doctor is the only thing that is really genuine about him.
