I mean yeah, Odo was so keen on upholding order he didn't conduct this investigation properly and those innocents died.
ODO
I thought of myself as the outsider, the Shape-shifter who
cared only about justice. It never occurred to me that I could
fail. But I did. And I've never wanted anyone to know the truth... that
seven years ago, I allowed three
innocent men to die.

But I need to know that no other innocent people died on your
watch, Odo... That this was the only time.
but wouldn't there be much more to talk about than that?
I mean about Odo's "real role" during the occupation as portrayed by Kurtwood Smith? Those parts were written for a reason, no?
I mean the part where giving sentences of 5 years in a labor camp or turning people over to the Cardassian authorities for questioning (for basically standing in the wrong place at the wrong time) doesn't seem a big deal for him.
What about his cyinical views on the Bajorans- that they are responsible for the Cardassians' actions?
Those were strong scenes, but at the end Odo just whines ho he had failed in that one incident. BIG wasted opportunity in my opinion.
Sisko should have had a talk with him like with the guard dude in "Past Tense".
Exploring what became of the Odo from "Necessary Evil" later on is a great idea, but this episode only went halfway through with it.
