Yes, but Babaganoosh is recalling correctly things established in the Section 31 miniseries. Cloak implied pretty strongly that Cartwright at 31 connections, and Abyss came out and said that the events of Insurrection were a 31 operation and that Dougherty was in their pocket.There's no reason to assume that Section 31 has to be behind every single devious thing that happens in the Federation. It's not like they hold the patent on corruption.
