Maybe there were no ships in orbit (which would be a stupid thing considering the threat of attack has been known for a while), or maybe the radiation from the naquadria interferes with beaming.Biggest problem with the episode: When they were initially stuck in the building, and made the first radio contact, and the plan was to escape and get out of there, WHY didn't they just beam them out? They have Asgard beaming technology, all of our ships use it, all they had to do was beam them out. They made a big deal about finding an exit, and I was just like WTF, beam em out.

Yeah, Destroying Home World Command really isn't the best of targets. It wouldn't destroy the Stargate, and they still have Atlantis of course on Earth, and several ships. Maybe an orbital attack, I dunno, but then you'd think by now we should be able to defend ourselves from that too. When you add it all up, a Lucian Alliance attack on Earth just kinda seems silly.
