I'm not sure why we're discussing this. Even if Seven was completely ready for a relationship, how does that make her "racier" than Janeway or other adult women on VOY or any of the adult aliens VOY encounters? She's an ex-Borg who has had a problem with and needed to learn, in an awkward and difficult way, things like emotional behavior, social interaction, humor, fun, or sensuality. She may be wearing a catsuit because the producers wanted to boost the ratings, but the character is as "wild" and "racy" as Data.

Yes, it would take much smoking of the funny weed to equate Seven with "emotionally confused teenage virgins scared of sex" which evil men were trying to take advantage of. That must have been an episode I missed.
Evil men wouldn't try to do that because, as noted above, she could rip them apart.
I think it would take a lot, lot more smoking of the funny weed to confuse Seven with a wild, fun, racy woman one would go to for hot casual sex... unless one was into women who are awkward and robotic, and likely to rip your limbs apart by accident.
