Also I can see the Galactic Empire, after disbanding the Imperial Senate, put Emperor Palpatine into a world of anything he wanted he got from his unrestrained military industrial complex and made his Moffs into mini-kings (with the second Death Star being built at breakneck speed in comparison to its predecessor, increasingly bigger warships unveiled, plus likely the groundwork laid down for Starkiller and the hidden Exegol fleet).
But while Luke Skywalker and Mon Mothma were forced into a position to rebuild flawed Old Republic institutions back from literally the ground up after Palpatine destroyed them, easily making mistakes in a false dawn (with Ben Solo being a timebomb), remember the Galactic Empire by the time of blowing up Alderaan had blown up much of its own state too, inadvertently becoming a hostile fleet and army occupying its own nation in effect (and the First Order was a fleet and army with no nation and no real support from the people still after decades).

The funny thing is the flashbacks of him in the canon comics don't really show this at all. In fact, the Ben Solo in those comics seems nice enough that if he really saw Luke swinging a saber at him in his sleep, he'd probably assume that Luke was brainwashed, not that Luke was doing it willingly.
