The throw-away line by Worf in "Trials and Tribble-ations" was meant to be a wink-wink joke to the audience. The correct response to the writer who proposed the Augment Virus was "You're fired!", instead of "Let's beat this nonsensical idea to death over several episodes and series!!!!"

I think Enterprise's choice to follow up on Trials and Tribble-ations would've felt better justified to people if they'd had a season 5 and were able to feature the TOS Klingons more prominently. The cancellation meant that didn't have the opportunity to do anything with them after setting them up.
