Do you consider Section 31 a Trek movie?

I won't pretend to know what it actually is, but it sure as hell feels like a pilot that they knew wasn't going to lead to more eps but still kind of hedged their bets just in case.

But is a feature length Trek pilot not technically a movie anyway?

I agree that it's a movie the same way Dark Frontier was a movie.
Essentially, it's a one-off Discovery tie-in. The fact that it was produced by CBS and not Paramount cements it.

Weather or not I will count this thing as a "Trek movie" will depend on one thing:

The odd/even curse.

All even Trek movies are good ones. I include "Galaxy Quest" in there. Nemesis & Into Darkness are therefore "odd" (bad) movies. ST09 & Beyond "even" ones.

Right now, S31 is the next "odd" one (bad one). Meaning I'm hopeful the next "real" Star Trek movie will be an even one, aka a good one. However - should the next Trek movie be bad, I will declare THAT an odd one, and pretend S31 never existed.

Trek Culture interviewed Robert Kaczynski, who is a treasure that should be protected at all costs, and he pretty much confirmed that this movie was shot on a two-episode Strange New Worlds budget and was only allowed to run so long, and not a second more. Combine that with the above example and make of that what you will.
