Absolutely; I think he’d been rumoured for the role for a decade or so by that stage. Brosnan, along with Aidan Gillen, is one of the few Irish actors who can’t even do a convincing Irish accentAs with a lot of non Brit actors it comes down to the accent. I have no inherent issue with an American playing Bond so long as he does it convincingly (Let's be honest there was always something a trifle mid-Atlantic about Brosnan). For example I think Zellweger is fantastic as Bridget Jones.
That's what always bugged me about Brolin coming so close to the role, it's never been clear whether he could pull off an accent.

But my basic point is that James Bond actors have only had convincing RP accents for about half the time (Roger and Daniel; mostly Timothy).Well, that's a poorly conceived plot point. This is the clip that always gets me (which I mentioned above)I love how Dalton's Welsh brogue breaks through every so often. "Watch the birdie, you BASTARD" in Licence to Kill is a prime example.

Of course, Bond accents have always been a mixed bunch. Connery - say no more. Lazenby is dubbed for half his movie. Brosnan admitted to putting a bit of Irish into his, but as @Starkers said, it ended up almost mid-Atlantic (Pierce left Ireland as a child). Then you’ve Dalton’s “thing were about to get nasty”, where he sounds like he’s wandered off the set of a gritty northern drama!
