True or not, I could see aspects of -aspects, mind you - Gibson working in the role, based on a bit of his Parker performance in “PayBack”…aspects, mind you…

Early 90s, Mel wouldn't have seemed like a bad choice at all (this being, of course, pre-batpoop crazy Mel).
Absolutely; I think he’d been rumoured for the role for a decade or so by that stage. Supposedly he was also offered the role by Eon after Dalton’s departure but he wanted to concentrate on making Braveheart (though I imagine he probably didn’t want to commit to another franchise anyway).
 
As with a lot of non Brit actors it comes down to the accent. I have no inherent issue with an American playing Bond so long as he does it convincingly (Let's be honest there was always something a trifle mid-Atlantic about Brosnan). For example I think Zellweger is fantastic as Bridget Jones.

That's what always bugged me about Brolin coming so close to the role, it's never been clear whether he could pull off an accent.

Brosnan, along with Aidan Gillen, is one of the few Irish actors who can’t even do a convincing Irish accent

He does fine in both, but I see what @Starkers is getting at – he's not even trying for an accent in either clip, not even the mid-Atlantic Cary Grant type. (Then again, it's probably easier to teach an accent to an actor who's otherwise good in the role than it is to teach some n00b with the right accent how to act.)
 
Of course, Bond accents have always been a mixed bunch. Connery - say no more. Lazenby is dubbed for half his movie. Brosnan admitted to putting a bit of Irish into his, but as @Starkers said, it ended up almost mid-Atlantic (Pierce left Ireland as a child). Then you’ve Dalton’s “thing were about to get nasty”, where he sounds like he’s wandered off the set of a gritty northern drama!
 
Well, that's a poorly conceived plot point. And it really damages the character in the film IMHO.
Yes, it was a very particularly bad idea for a film with a star not only making his debut in the lead role but his actual acting debut. But my basic point is that James Bond actors have only had convincing RP accents for about half the time (Roger and Daniel; mostly Timothy).
 
I live a couple of miles from where Dalton grew up in Derbyshire. People used to say he still drank occasionally in a local pub (assume visiting family) although never seen him myself. They also say Sean Bean drank in the same pub from time to time which maybe more likely as he was friends with a fellow cast member from Sharpe who lived (still does) locally.
