Who is Captain Rayner?

I dunno - I've known some folks that have been considered highly intelligent - like, MENSA-level intelligent - but dumb as a bag of hammers.

I think a more appropriate word here is, "wisdom".

Reminds me of one of my favorite Mark Twain quotes: “Good judgment is the result of experience and experience the result of bad judgment.

Not really. They were generally incapable of adapting to most scenarios (or people) that didn't sync with how they saw the world or how they think it should be.

They truly believed they were so incredibly smart, everyone and everything had to listen and adapt to them. That rarely works out the way they want it to. I've seen some really bad blow-out arguments between folks like that and those they felt their lessers. I was one of those "lesser" types on several occasions.

The kicker is, they're genuinely astonished and flummoxed that so many people react so viscerally (negatively) to their insufferable smugness, which they view as nothing more than helpful suggestions from a learned brain with legs. Some real tone-deaf motherfuckers out there.

So,not intelligent but knowledgeable.

I figured you Jedi would appreciate the difference between knowledge and wisdom.

And having been on the other side of the knowledge but unintelligent arrogant pool I sympathize that such people are quite difficult.

My money is on Rayner being a part of SFA

On the training ship Enterprise, which somehow still gets into trouble on an almost weekly basis?

And suddenly SFA sounds like it could be a fun show!
Honestly, both scenarios are quite unlikely, but it's a fun headcanon to have. Rayner commanding the Enterprise as a training ship, after learning to be a more complete CO and helping along the future generation.

Dude better not friggin die this season.

The history of these types of Starfleet badasses almost demands that he does. Robau and Shaw come to mind here. Guys like that flame out in a blaze of glory, with an always-righteous death. Sadly, I think this, too, will be Rayner’s destiny. I hope not, but again… history.

Callum keith rennie mentioned in an interview
that had Discovery not been cancelled, he would have returned for season 6

Do we know if the scripts for this series were finalised after Picard finished (i.e. the writers or producers saw the reaction to Shaw as a character and the issues now in having him free for Legacy or anything else..... and realised they needed to not kill Rayner off?)

The season was already filmed before Picard S3 even began airing. Though they did go back and do reshoots after the cancellation announcement was made in order to give it an ending with closure.
