Not exactly. The Final Reflection theorized that the Klingons we saw on TOS were Klingon/Human Fusions, engineered specifically to deal with humans. It also theorized about other fusions, like Klingon/Vulcan. So, it was a bit more complex than just "They're from another planet in the Klingon Empire."The Final Reflection
