Officially it's just hanging out in its chillvault on Daystrom Station. Matalas made it clear that Kirk was dead and it was just offered as a potential viable story option.
My guess? The Endgame virus took time to spread across the Galaxy with the Delta Quadrant Borg effectively long gone by now. When the virus reached "the Artifact", it cube in 2386, it disabled it (not that Admonition crap from Season 1). That was the last anyone heard of the Borg. Before that was the LD encounter. Before that was Endgame.
This Queen? She's all that's left and this is her hail mary to restart the collective.
If so.this season gets high marks from me.

What I mean is, he asked if Kirk was in this episode which we've seen already.
Wouldn't it be interesting, though? Maybe that is why he is/was so interested in Picard. After billions of years of existance, we see his origins and come full circle.
As for the Borg, why couldn't Seven of Nine become queen and tame the Borg?
Since this is the series finale coming up this week, they really should put a pin in the Borg once and for all. I don’t care how they do it, that old well they keep going back to needs to be sealed up for good.

yes. And the Borg romulans commanded by Vox (!) attack the site to retrieve Kirk’s body (!!).
Just noticed one detail: “mr Data set a direct course to Earth”….shouldn’t that be the conn’s job, that is La Forge in this case? Geordi seems to be piloting out of the space dock after all…Well, perhaps with the low crew things are set up a bit differently and warp systems are handled by the Ops officer…
Conn and Ops swapped course setting duties routinely in TNG..hell at one point the positions themselves were swapped.
God can try but if he doesn't have a ship, how is he getting there?
The Pakleds who found him weren't as suspicious as Kirk was.
