Yeah, maybe I missed it that it was just the ships but I thought they were implying they'd been using the transporters basically everywhere in Starfleet to set this up. Then when the plan was activated, everyone under 25 who had been in or around a transporter would have been assimilated. They even said Starfleet is now Borg and that they had infiltrated all of Starfleet.

That is where we differ. Going by what he has said in various interviews, I don't think Terry knows anything but "Nostalgia Trek". His entire concept for "ST: Legacy" is to visit places and people we already know.
The Borg had been playing the long game, basically. Because the human brain isn't done developing until 25 the DNA changes and such were basically hard wired into their (the sub-25 crowd) brains structurally, which is why the changes were able to take effect with them.
The older crowds brains were already fully matured and locked in, thus the changes weren't able to settle in.
Is it campy? Sure, is it semi-pseudo scientific? Yep, is it Star Trek? Sure is.

You know all these questions (rightfully) challenging Matalas for/against should be put to him or the cast at conventions, instead of people asking "why are the nacelles smaller" or some other silly question. I always find it bizarre that we have so much often valid criticism of trek that we NEVER take the opportunity to ask it at a convention directly to their faces.
He doesn't know "Nostalgia Trek." He knows Pet Cemetery. What he "knows" is how to recycle the most superficial aspects of old material without actually understanding what made it memorable in the first place. It doesn't even work as nostalgia, because what you get is the undead, lifeless Pet Cemetery reanimated version of something old--not legitimate nostalgic callbacks that actually carry emotional weight.
