Usually between 2 to 2:30AM EDT.
For me it has been closer to 2:30AM on my P+ here in NY.
Last week it popped up about quarter after 2AM.

 

Typically around 2-215 AM if you have the paramount + channel through amazon and watch it on prime. 3 AM if through the paramount + app.

 

Sometimes they mess up and it gets released in the Ivory Coast at 12AM with full spoilers in the subtitles.
