They completely glossed over shifting the cloaking device around. They uninstalled it from the Titan, put it on Worf's shuttle, then after they got back, reinstalled it on the Titan again.

That's a good distinction. While Jack's powers might be Borg related (probably), that doesn't mean that the big bad is necessarily the Borg. Just something that knows about it and wants to use those powers.Ok, you guys have convinced me... I've gone from 33% chance the Jack mystery box is Borg related to 67%. TPTB probably feel they have a "new take" so are willing to confront Borg fatigue head on...
That said, the big bad is likely not Borg related.
