Section 31 did bad things to captive Changelings. This altered them into what we see on the Shrike.
Did not Vadik say they stole the antidote?
That was to the virus from DS9 not to what ever shenanigans Sec31 pulled on Daystrom.
She was talking about the cure to the section 31 virus, not the state she was in. And the whole stealing the cure is presumably about Odo passing on when he had orders not to, seeing as it was Bashir who technically stole it to cure Odo.
I've just re-watched the scene, and I still don't see anything that would explain sudden limitations. Quite the opposite, there are vague references to having evolved in the process of being weaponized, gained in exchange for a shorter lifespan and pain. However, she does say they still link. None of that explains why they don't fight like previous changelings.
Well, it's pretty much implied by how different they are. Not everything is said.

When you see an episode named Dominion you expect to see the Changeling Empire, maybe even a few Jem 'Hadar soldiers or even travel into the Bajoran Wormhole and the Gamma Quadrant itself!!! 
But there wasn't even anyone under any kind of mental control either, so why was it given that title?

I replied to this in another thread but to me it speaks to the long standing consequences that came from the DS9 story. Almost all the other TNG stories were one off. They did a great job, with few threats remaining by the end, aside from maybe the Blue Gills. But, DS9's story arc had a lot of long term implications and consequences because what happened damaged the very heart of the Federation. It was not something just shrugged off at the end of an episode. It had real, quadrant alternating, damaging effects on the Federation. I think it speaks to the strength of that story that even without majority of DS9 characters the consequences are felt by all. That's interesting.
I personally don't agree with the strength of it, but I also am reserving judgement because I do think the big bad is closer connected to Picard and not the Changelings, which means you would bring in DS9 characters for a glorified cameo at best and that's not a good service to the story.
The strength of the story right now is the characters and their response to the threat, not how many characters can we shove in here. Well, not yet any way. Still two episodes to go.
A question: in this episode and previous one "The Bounty", why the HELL would they bring back pretty much exactly the absolute worst TNG episode idea "Masks" where Data has multiple personalities?! This is literally the worst decision in the history of star trek. 
(Well among a host of other idiotic things like the those garbage TNG movies that killed off all TNG until Picard.) Of all the ideas they could go with, they choose THIS cringe-fest? Really?
